Organizational Background/Description The association includes seven representatives of each of the member states, the District of Columbia, American Samoa, Puerto Rico, and the Virgin Islands. Representatives include the governor of the state, four persons appointed by the governor, and two state legislators. ECS serves as the operating arm and the governing board of the Interstate Compact for Education, an agreement between the states to join together for the improvement of education by establishing a partnership of political and educational leadership. Provides a forum for the discussion of major education issues; an education, research, and service function to the member states; and a mechanism for interstate cooperation in educational policy formulation and program development. Seeks to encourage state action for the improvement of schools and schooling. Researches education policy issues and makes recommendations. Publication:
