National organization of state legislators and legislative staff.  Aims are:  to improve the quality and effectiveness of state legislatures; to ensure states a strong, cohesive voice in the federal decision-making process; to foster interstate communication and cooperation.  Compiles research data.  Provides training and development, and service on current issues and concerns.  Maintains Office of State-Federal Relations in Washington, D.C., to monitor federal legislation and 22 committees.
