New Technologies for Literacy and Adult Education: A Global Perspective, Daniel A. Wagner and Robert Kozma--This report from the International Literacy Institute and National Center on Adult Literacy, presents a lucid and cogent argument for the broadening of the definition of literacy to include both basic skills (reading and writing) and advanced skills (information literacy). In examining this expanded definition, the authors see two potential ways that information and communications technology (ICT) can impact literacy. The first is to use ICT as a tool to deliver instruction and assist in the acquisition of basic literacy skills; the second is to incorporate ICT into the definition of literacy: "Beyond traditional skills needed to read and write text, new skills are needed to use technology to search for, organize, and manage information; interpret and analyze data; work with distributed teams; communicate with others; and use information to solve problems and create new knowledge and cultural artifacts . . . ."

The Civic Mission of Schools--A report from the Carnegie Corporation of New York and CIRCLE: The Center for Information and Research on Civic Learning and Engagement, which summarizes the evidence in favor of civic education in K-12 schools. It analyzes trends in political and civic engagements, identifies promising approaches to civic education, and offers recommendations to educators, policymakers, funders, researchers, and others, 2003.

Prince George's County Information Commons
Maryland's Prince George's County created an "Information Commons", which is a democratic, participatory, voluntary association that produces Websites, email discussions, databases, digital maps, streaming or broadcast videos, tutoring services, Internet access, free software, and/or local policy initiatives in service to its community.
